Phase II of Semnan Power Plant was inaugurated on April 18, 2024, by Iran’s high-ranking officials.
The opening ceremony was attended by Iranian President Ebrahim Raisi, Minister of Industry, Mine, and Trade Abbas Aliabadi, and Minister of Energy Ali Akbar Mehrabian.
Addressing the event, Raisi said that the country was grappling with an electricity deficit of 22,000 megawatts but thanks to the concerted efforts and support from the Ministry of Energy and the Ministry of Industry, Mine and Trade, this shortage has been alleviated by adding 8,000 megawatts to the grid.
He noted that with the completion of the third phase of this project, which comprises the steam sector, the power plant’s final capacity will reach 1,100 megawatts.
This development offers a promising future for electricity supply and the expansion of the country’s energy infrastructure said the chief executive.
The completion of the steam section not only boosts electricity production but also enhances the efficiency of the E cycle of gas turbines by 54%, he said, adding that this improvement is instrumental in lowering the overall cost and increasing the group’s revenue.
The project to construct the steam section of this power plant has started with an investment of 300 million euros. This section will have a capacity of 360 megawatts and the primary objective is to ensure a steady supply of electricity for industries.

The contract for the second phase of Semnan Power Plant was signed on December 20, 2021, between MAPNA Group and Mines and Metals Development Investment Company (MMDIC), with Semnan Power Generation Company as the client.
The contract is an EPC deal that covers the design, engineering, procurement, installation and commissioning of two advanced gas units, each with a nominal capacity of 366 MW at ISO conditions. The units are equipped with MAPNA’s own E-Class MGT-70(3) gas turbines.
The plant is located 10 km from Semnan on the road to Damghan. The first phase of the plant, which consisted of two gas units with a capacity of 162 MW each, was launched in 2009 and synchronized to the grid in 2010 by MAPNA Power Plants Construction & Development Company (MD-1) Company.
