The MoU was signed on Sunday, February 2, 2025, at the conference hall of the National Iranian Oil Refining and Distribution Company (NIORDC) by Saeed Mohammadzadeh, CEO of MAPNA Group’s Oil & Gas Division, Hamidreza Javadi, CEO of ODCC, and Mohammadreza Meshkinfam, CEO of NIOEC.
Neyr Perse, representing MAPNA Group, has been assigned as the project’s executor.
This agreement’s primary objective is to establish the groundwork for collaboration in implementing and enhancing measurement systems and communication infrastructure, developing perimeter security and pipeline leakage detection systems, deploying intelligent fleet management in the distribution network, and utilizing cutting-edge technologies for real-time data collection, processing, and integration of smart monitoring systems throughout the petroleum products supply chain, from production to distribution.
This MoU aligns with the mandates outlined in Iran’s Seventh Five-Year Development Plan, aiming to launch and operate a comprehensive smart energy management system for monitoring and overseeing the processes involved in the production, transportation, storage, distribution, and delivery of primary, special, and by-product petroleum products.
Addressing the ceremony, Mohammadzadeh said that MAPNA Group, as a major industrial conglomerate comprising approximately 80 companies, is engaged in various industrial and high-tech sectors. Over the years, MAPNA has played a key role in the design, manufacturing, knowledge transfer, localization, and execution of various large-scale projects, he added.
Speaking about the newly signed MoU, he noted that MAPNA brings together a blend of capabilities, spanning software technologies and data transfer to equipment manufacturing and project execution.
He underscored MAPNA’s capability to design and manufacture essential equipment, localize technology, and execute this strategic project.
Expressing pride in MAPNA’s experience in executing large-scale infrastructure projects, Mohammadzadeh said that, beyond manufacturing turbines and turbo compressors, MAPNA has domestically developed and supplied major components of Iran’s gas transmission network, including control and monitoring systems.
Many of MAPNA’s products have been commercialized and are now competing in international markets against leading global manufacturers, he added.
He expressed hope that this MoU, executed through a consortium of MAPNA, Irancell, and ODCC (as the lead partner), would be implemented effectively and promptly for the country’s benefit.
